There are a series of problems that I think may be related to each other.I'm not entirely new to modding but due to just using NMM or Vortex to install mods I have never had to do much myself and so I don't have the experience needed to solve many of the problems that i come across while moddingI have experience modding Skyrim but I only restarted playing NV a few weeks ago and I didn't start modding NV until about 2 weeks ago.1. The Mod Configuration Menu won't appear on my pause screen (Esc) effectively rendering it useless apart from being in my mod folder.I downloaded it using Vortex which has worked for most NV and Skyrim mods so far,all of the files appeared to be in place with the fomod files being with the rest of the mods and a.dll file is in the NVSE plugins folder. After several re-installs I downloaded it using NMM to no avail and then downloaded it manually several times changing the archive file type each time, I eventually reverted to just having Vortex install it since it seemed to be correct, and that the problem may lay with conflicting mods.I know that the problem is not giving the MCM something to work with because I had mods such as dynavision 3 which seemed to be a fix for other people with this issue but it did not work.I eventually mad a new Vortex profile and disabled every mod except MCM and it still did not work. I heard that having MCM at the bottom of the load order (at least for mods that required it) was a solution however that failed as well.2.

As the mod name states, WAR consists of file 'replacements'. You apparently have several sets that are variations on the same actions, so you have to choose which set to use. The files have to be copied into the game 'Data' subfolders to take effect.
